Effective May 1, 2010, is a requirement for travelers to Cuba for travel insurance in place - by the Cuban government.

Most important: The travel insurance must provide coverage for medical evacuation by air and be valid for the duration of their stay.

Upon arriving in the country without adequate insurance, a valid travel could pose a problem.
